Although Wong Kim Ark presented this document, signed by three citizens attesting to his birth in San Francisco, to a customs agent upon returning to the U.S. from a trip to China, the agent refused to recognize Wong’s citizenship. Wong sued, and in 1898 the U.S. Supreme Court ruled that all persons born on U.S. territory are citizens. Courtesy of the National Archives.
